Egypt's proposal for Palestinian unity calls for restructured security
Gaza – Ma’an – Egypt’s proposal for Palestinian national unity calls for the release of political prisoners, a restructured Palestinian security force, and new elections in early 2010.
The plan does not call for a unified government, but rather a multi-faction coordinating committee that will prepare for elections.
A member of the Political Bureau of the Palestinian People’s Party, Walid Al-Awad, revealed the details of the proposal, which Egypt has submitted to the leaders of the principal political factions.
Fatah leader and President Mahmoud Abbas’ office said on Wednesday that he has received the document and will respond within two days. Hamas has not made a pronouncement on the plan.
Hamas and Fatah are due to resume negotiations toward a unified front in October.
According to information received from Al-Awad, the following are the key points of the plan:
Elections
Elections for the presidency, Palestinian Legislative Council (PLC) and National Council (PNC) will be held in the first half of 2010. The PNC elections will take place on the basis of full proportional representation.
As in the past, PLC elections will take place on a mixed system, with a slightly altered ratio of 25% districts and 75% proportional representation. The country is to be divided into 16 constituencies, 11 in the West Bank and 5 in the Gaza Strip.
The elections are held under the auspices of the international community and Arab states, to ensure transparency.
Security
Abbas will issue a presidential decree forming a High Security Committee. There will be an agreement to appoint professional officers to the committee, who will be under the supervision of Egypt. The committee will be responsible for reforming the security forces on the basis of professionalism, all with Egypt’s supervision.
There will be a guarantee of continued employment for public officials. As soon as an agreement is signed, the security forces will reemploy 3,000 members of the police, civil defense and national security. This number will rise gradually until elections are held.
Arabs and Egyptians will guarantee the reconstruction of the security forces.
Implementing an agreement
A committee will be appointed to implement an agreement and liaise with the various parties, and create an atmosphere for suitable for elections, and rebuild Gaza.
Detainees
As soon as the proposed agreement is signed, a list of political prisoners will be set, in consultation with human rights groups and legal organizations. The Palestinian Authority and the Hamas de facto government will release their political detainees. The respective parties will also have a hand in setting the lists, and will have the right to remove prisoners from the lists slated for release.
Al-Awad said that PPP would study the proposal seriously and carefully because it includes important and positive themes could be built upon.
Al-Awad also called on Hamas and Fatah to exert the political will to reach an agreement.
